A few more predictions
Submitted by terrytyson on Tue, 01/04/2011 - 10:19pm.- There will be a Wikileaks-like event at the agency. The whistle blower will be a non-enforcement MSHA employee.
- A Safety Management Program requirement will not pass, although it will be proposed in 2011. Model programs will be provided to industry to use as needed. Pressure from OSHA and Congress will quash the MSHA proposals. It will be viewed as being overly burdensome (even though many companies already have their own systems already in place) and perhaps in conflict with some existing state programs.
- MSHA will reduce their enforcement activities and increase outreach and education efforts.
- As a result of the above efforts, injury rates overall will drop.
- There will be increased discussions to remove cement plants and surface aggregate operations from MSHA jurisdiction.
- (Calfornia specific) The Cal/OSHA Mining and Tunneling unit will see a major reduction in funds and may even be closed again due to dual jurisdiction issues.
- Conference Litigation Representatives will be given broader authority to ajudicate over citation contests.
MSHA Jurisdiction
Submitted by Rick on Thu, 01/20/2011 - 11:23pm.I'd really be interested to hear the debate about removing cement plants and surface aggregates from MSHA. I can't even imagine the wails from agency brass if something like this were to pick up any steam.
